Overview

ABOUT THE POSITION

VHB is seeking an experienced National Director of Alternative Delivery for an exciting opportunity to oversee the long-term development, management and growth of our Design-Build portfolio. This role can be based in any of our offices. Reporting directly to the Executive Markets Lead, the selected candidate will champion our firmwide strategy to expand, strengthen and elevate our brand and capabilities in the alternative delivery market.  The candidate will establish and refine firmwide alternative delivery processes and procedures, help manage an existing portfolio of alternative delivery contracts, work with business line leadership to develop and lead dedicated project management teams, oversee multiple projects from an executive level, develop and track pipeline and lead coordination with external delivery partners. This person could be located in any of our 30+ VHB offices. 

 

Required responsibilities for the National Director of Alternative Delivery include a proven track record of:

 

Leadership and Strategy Development

  • Develop and implement overall strategy for expansion of alternative delivery services in all markets, with particular focus on Transportation Agencies.
  • Work with Market Leadership to develop alternative delivery strategy as part of overall Market strategies.
  • Chair the firmwide alternative delivery committee to set and implement policies, provide Go-No Go recommendations, and support pursuit teams with best practices.

Project and Program Management

  • Track firmwide design-build and other alternative delivery projects to understand status, risk, and investments on a firmwide scale.
  • Manage and lead alternative delivery projects and programs.
  • Ensure financial performance on alternative delivery projects by overseeing cash, budget, schedule, and project scope.
  • Track and ensure the achievement of contractual performance and financial milestones across contracts.
  • Collaborate with Business Line leadership, Risk Committees, Program/Project Managers to ensure teams are prepared to execute and deliver pre- and post-award requirements.
  • Sets priorities, obtains commitments, and engages required resources through collaboration with Group Directors, Department Managers and/or Section Managers to staff projects according to the project Work Plan.
  • Responsible for financial performance on projects. Proactive management of cash, budget, schedule and project scope to ensure adherence to project goals and completion to the client's satisfaction.

Communication and Coordination

  • Develop firmwide communication highlighting standard SOPs and generate specific requirements for individual regions.
  • Provide updates in market meetings, corporate alternative delivery meetings, and other leadership engagement report outs.

Relationship Building and Business Development

  • Develop and nurture relationships with key alternative delivery partners, including contractors and clients.
  • Participate in national events such as DBIA conferences to gather insights and report back on industry trends and best practices.
  • Business development, including identifying alternative delivery opportunities, building relationships with general contractors, and mining existing programs/IDIQs.

Compliance and Oversight

  • Implement and oversee alternative delivery SOPs with committee engagement.
  • Oversee the Alternative Delivery SharePoint site for organized project tracking and information sharing.

Team Development and Support

  • Supervise, mentor, and support team members to achieve overall project objectives.
  • Identify legal, marketing, and administrative team members for a robust support system.

Legal and Negotiation Expertise

  • Lead development and negotiation of teaming agreements and pre- and post-award service agreements.
  • Become point person for VHB Legal for interaction while assisting pursuit/delivery leads in establishing protocols such that teaming agreements and contracts are established early and reviewed consistently with committee aware of agreements and major focus areas and trends

Technical Excellence and Design Management

  • Manage design for alternative delivery project pursuits and collaborate with technical staff.

Industry Engagement and Learning

  • Engage with industry experts and participate in committees to stay informed about the latest trends and apply them to company practices.
  • Develop and implement VHB alternative delivery visibility and contractor relationships promoting our services, capabilities, and leveraging relationships for new opportunities. 

Other responsibilities of this position include, but are not limited to, those listed below:

  • Leads integration of risk/change management processes during negotiations and delivery, including claims management.
  • Ensures that project controls measures are implemented. Schedules and conducts periodic project reviews to oversee and facilitate successful project delivery performance.
  • May serve as design manager on select large or complex assignments.
  • Leads or assists with dispute resolution, claims, and other conflict management issues.
  • Facilitates planning activities, assists with fee development, profitability analysis, cash management, quality management, and risk/change management.
  • Analyzes financial statements and completes budget tracking
  • Performs complex assignments often requiring the development of unique solutions to problems with the support of the project team
  • Conducts reviews and provides staff feedback for continued improvement
  • Oversees and develops technical approaches and cost estimates for proposals
  • Detail oriented with strong organizational and communication, both verbal and written skills
  • Superior communication, writing, editing, and reporting skills for a wide variety of audiences
  • Increasing responsibility for leadership of direct reports.

Qualifications

Minimum Requirements

  • Bachelor's Degree in Engineering, Architecture or Construction Management or related field + 10 years of experience delivering various forms of alternative delivery (Design-Build, Early Contract Involvement, Integrated Design and Construction, Construction Manager at Risk, etc.) or relevant experience or demonstrated equivalency of experience and/or education, including 2 years of leadership
  • DBIA Certification
  • Due to the nature of the work, U.S. Citizenship is required.

Preferred Qualifications

  • Minimum 15 years of related experience
  • Graduate Degree in an Engineering, Architecture, or Construction Management field
  • Licensed PE
  • Participation on industry organization (DBIA, CMAA, etc.) committees and boards.
  • FDBIA (Fellow) Certification
  • Ability to work in Fast-paced environment and coordinate with multiple stakeholders
  • Ability to communicate at a high level with senior leaders within VHB and/or the client organizations.
