ABOUT THE POSITION
Project Manager – National Park Service and Federal Projects
Locations: Richmond, Virginia Beach, or Williamsburg, VA
Join VHB’s dynamic Land Development team and play a key role supporting one of our premier federal clients, the National Park Service, as well as other federal land agencies and public-sector clients. As a Project Manager, you will lead the planning, coordination, and delivery of multidisciplinary planning, design, engineering, and infrastructure projects that support the stewardship, preservation, and enhancement of national parks and public lands.
Working closely with clients, technical leaders, and multidisciplinary project teams, you will manage projects from proposal through delivery while ensuring quality, schedule, budget, and client expectations are achieved. This role requires a collaborative leader who can successfully coordinate engineering, landscape architecture, planning, environmental, and technical teams while building strong client relationships and delivering successful project outcomes.

Responsibilities
- Manage the planning, design, engineering, and infrastructure delivery of National Park Service and other federal land agency projects from proposal development through project completion.
- Lead project execution by managing scope, budgets, schedules, staffing, resources, and deliverables across multiple concurrent projects.
- Coordinate multidisciplinary teams including engineering, landscape architecture, planning, environmental, permitting, and technical professionals.
- Partner with project teams, technical leaders, subconsultants, and client stakeholders to ensure successful project delivery and alignment with client objectives.
- Develop and support project proposals, task order responses, scopes of work, cost estimates, and contract administration activities.
- Monitor project performance and proactively identify and resolve scope, schedule, budget, and resource challenges.
- Lead quality assurance and quality control reviews to ensure deliverables meet VHB quality standards and client expectations.
- Manage project documentation, reporting, project controls, and collaboration tools to support effective communication and project performance.
- Support federal project delivery efforts involving a wide range of project types, including utility replacements, trail improvements, visitor centers, site improvements, bridge projects, environmental planning, compliance-related projects, and other public land initiatives.
- Participate in client meetings, project reviews, presentations, and occasional travel to project sites and client locations as needed.
- Foster collaboration across VHB’s multidisciplinary teams and promote consistent project management practices and processes.

Qualifications
- Bachelor’s degree in Engineering, Planning, Environmental Science, Landscape Architecture, Construction Management, or a related field.
- 5+ years of experience managing multidisciplinary planning, engineering, landscape architecture, environmental, infrastructure, or land development projects.
- Experience preparing project proposals, cost estimates, scopes of work, task orders, or responses to RFQs/RFPs.
- Professional licensure or registration in a related discipline is preferred.
- Experience working with federal, state, or public-sector clients; National Park Service experience is strongly preferred. Experience with the U.S. Forest Service or other federal land agencies is also highly regarded.
- Experience managing projects involving planning, design, environmental, permitting, infrastructure, or public-sector project delivery.
- Experience with National Environmental Policy Act (NEPA) projects or other federal land management processes is a plus.
- Proficiency with Microsoft Office Suite, CAD, Bluebeam, and project collaboration platforms; experience with project management software is preferred.
- Experience coordinating multidisciplinary project teams and supporting contract administration activities is a plus.
The base salary range for this position is $90,000 to $130,000 for Virginia. This offer is determined based on a number of job-related factors including internal comparators, skills, education, training, credentials, experience, scope and complexity of role responsibilities and geographic location.
