Overview

ABOUT THE POSITION

The Traffic Management Center (TMC) Supervisor position plays a key role in supporting statewide traffic management, incident response, intelligent transportation systems, and real-time transportation operations across Pennsylvania’s Traffic Management Center network. This position provides technical traffic engineering and operations support for the Statewide Traffic Management Center (STMC), Regional Traffic Management Centers (RTMCs), and District Traffic Management Centers (DTMCs).

 

This role is ideal for candidates with experience in traffic operations, incident management, transportation systems, roadway safety, data analysis, and intelligent transportation systems. Individuals who are analytical, detail-oriented, collaborative, and comfortable working in a fast-paced operational environment will find this position especially rewarding.

 

The TMC Supervisor supports the monitoring, evaluation, coordination, and management of a statewide common operating picture while helping advance consistent traffic management practices, procedures, training, quality control, and operational performance. This position also contributes to the continued improvement and innovation of traffic operations programs, including Transportation Systems Management and Operations initiatives.

 

Responsibilities:

  • Support the development, implementation, maintenance, and quality control of statewide Traffic Management Center procedures, policies, Standard Operating Procedures, training materials, operational guidance, and Transportation Systems Management and Operations documentation.
  • Monitor, evaluate, and support statewide traffic operations across the STMC, RTMCs, and DTMCs to help maintain a consistent common operating picture and promote coordinated management of traffic conditions and Intelligent Transportation Systems operations.
  • Analyze current, historical, and forecasted traffic congestion, roadway condition information, traffic management statistics, and crash data to identify trends, operational deficiencies, hazardous locations, and opportunities for improvement.
  • Develop recommendations, forecasts, plans, corrective actions, event management strategies, and safety improvement proposals to address congestion, incident response, high-volume locations, and statewide operational needs.
  • Coordinate and support planned and emergency incident response activities with Transportation Incident Management teams, emergency management agencies, state police, the Pennsylvania Turnpike Commission, municipal partners, contractors, and other stakeholders.
  • Conduct real-time, historical, and after-action reviews of traffic events, including establishing incident timelines, evaluating coordination and communication, documenting findings, and verifying proper response through QA/QC reviews.
  • Develop, deliver, and evaluate training plans and modules for traffic control, construction, municipal, contractor, and TMC personnel, including TMC Boot Camp training and other operational training initiatives.
  • Provide operational guidance to STMC, RTMC, and DTMC staff regarding traffic management practices, stakeholder coordination, incident response, communication protocols, and use of traffic operations systems.
  • Prepare and/or review traffic control and traffic operations-related contracts, policies, plans, procedures, technical documents, special provisions, templates, and guidance materials for accuracy, consistency, and compliance.
  • Perform statewide QA/QC inspections and audits of roadway condition reporting systems, TMC operations, Dynamic Message Sign standards, Advanced Traffic Management Systems, Genetec, ITS naming conventions, Area Command notification procedures, and related traffic operations efforts.
  • Support the review, testing, evaluation, and improvement of traffic operations software and tools, including RCRS, ATMS, Genetec, ITS device control systems, roadway condition reporting tools, and data analysis applications.
  • Provide technical recommendations and help define business requirements, operational needs, and technical use cases for improvements to signal systems, transportation management systems, ITS tools, and other traffic operations technologies.
  • Participate in statewide groups, committees, and initiatives related to ITS enhancement, traffic operations, Transportation Systems Management and Operations program development, safety, innovation, and TMC performance improvement.
  • Promote a strong safety culture, participate in professional development, comply with applicable federal, state, and local regulations and VHB policies and procedures, and perform other STMC-related duties as assigned.

 

Skills and Abilities:

  • Strong understanding of traffic operations, Traffic Management Center functions, incident management, roadway safety, transportation systems management, emergency response coordination, and intelligent transportation systems.
  • Working knowledge of traffic operations systems and tools, including Roadway Condition Reporting System, Advanced Traffic Management System, Genetec, Dynamic Message Sign standards, Traffic Alerts, ITS applications, and related traffic management technologies.
  • Strong analytical skills with the ability to interpret traffic data, crash history, congestion trends, roadway condition information, operational performance measures, and system data to develop useful recommendations.
  • Excellent written and verbal communication skills, including the ability to communicate clearly with management, partner agencies, field personnel, contractors, TMC staff, and other stakeholders.
  • Ability to prepare clear, concise, and technically accurate reports, meeting minutes, operational summaries, procedures, training materials, corrective action plans, and technical documents.
  • Ability to coordinate with multiple internal and external stakeholders during planned events, emergency incidents, operational reviews, training activities, audits, and statewide traffic management initiatives.
  • Strong organizational skills and attention to detail, with the ability to manage multiple assignments, verify data accuracy, document findings, track corrective actions, and support consistent statewide practices.
  • Ability to conduct technical reviews, QA/QC audits, after-action evaluations, software testing, operational assessments, and procedure reviews in a traffic management environment.
  • Ability to lead meetings, facilitate committees, train staff, provide operational guidance, support succession planning, and maintain effective working relationships.

 

Qualifications:

  • Bachelor’s degree or equivalent work experience in a related field such as transportation, public safety, dispatch, emergency management, traffic operations, engineering support, customer service, or a similar operational environment.
  • 3+ years of experience in traffic operations, transportation systems management, incident management, intelligent transportation systems operations, Traffic Management Center operations, roadway safety, emergency response coordination, or a closely related field.

 

The base hourly salary range for this position locationed in Pennsylvania is $35/hr to $43/hr. This offer is determined based on a number of job-related factors including internal comparators, skills, education, training, credentials, experience, scope and complexity of role responsibilities and geographic location.
