ABOUT THE POSITION

The Advanced Traveler Information System (ATIS) Support Engineer position plays a key role in supporting the operation, administration, maintenance, and integration of hardware and software systems used to support transportation operations at the New York State Department of Transportation Region 10 INFORM Transportation Management Center in Hauppauge, New York.

 

The Region 10 INFORM Transportation Management Center operates 24 hours a day, 7 days a week, 365 days a year. As a result, the systems, applications, network infrastructure, databases, and Intelligent Transportation System elements that support TMC operations must remain secure, reliable, and fully operational.

This position works closely with NYSDOT personnel to support the INFORM Advanced Traffic Management System/Advanced Traveler Information System architecture, including Foundation and OpenReach systems by CoVal Systems, Inc. The role includes system operation, system administration, hardware and software support, software configuration, ITS device integration, troubleshooting, documentation, training, and support for ongoing system enhancements.

 

The ATIS Support Engineer reports directly to the NYSDOT Project Manager or Operations Manager.

Responsibilities:

  • Support the operation, administration, maintenance, and troubleshooting of ATIS, ATMS, network, hardware, software, database, and Intelligent Transportation System components used by the NYSDOT Region 10 INFORM Transportation Management Center.
  • Perform system software engineering work to configure, customize, and integrate new services, devices, equipment, and functionality into the current INFORM ATMS/ATIS architecture, including Foundation and OpenReach systems by CoVal Systems, Inc.
  • Support software upgrades and configuration changes required for new Intelligent Transportation System equipment to be NTCIP-compliant and compatible with the existing INFORM legacy system.
  • Program, reconfigure, integrate, and support Variable Message Signs, surveillance systems, ramp meter controllers, travel time signs, detection systems, and other traffic management devices and computer services used at the TMC.
  • Develop, upgrade, and enhance system and workstation software to improve system functionality, operational performance, reliability, and user support.
  • Review current data management systems, system capabilities, workflows, scheduling limitations, and operational processes to determine whether changes or enhancements to ATMS systems are required.
  • Troubleshoot hardware, software, system, database, and data communication malfunctions or errors to maintain, restore, and support continuous operational functionality.
  • Administer ATMS systems and databases, including support for data archiving, data mining, reporting, system maintenance, and related database activities.
  • Document detailed steps taken to modify systems, implement new functionality, resolve technical issues, and maintain current systems and procedures.
  • Support training activities and the development, maintenance, and updating of system manuals, technical documentation, procedures, and operational guidance materials.
  • Provide hardware, software, system, and communications support for TMC operations, including support for equipment and services that must remain operational in a 24/7/365 environment.
  • Coordinate with NYSDOT staff, internal teams, external partners, vendors, and other stakeholders to support system operations, technical issue resolution, ITS device integration, and ongoing system improvements.
  • Mentor and train new staff, provide technical guidance, and respond to problem situations as needed to support continuous transportation management center operations.
  • Perform other ATIS, ATMS, TMC systems, software support, database administration, and Intelligent Transportation System-related duties as assigned.

Skills and Abilities:

  • Strong understanding of Advanced Traffic Management Systems, Advanced Traveler Information Systems, Transportation Management Center operations, Intelligent Transportation Systems, and transportation operations support.
  • Working knowledge of INFORM ATMS/ATIS architecture, including Foundation and OpenReach systems by CoVal Systems, Inc.
  • Knowledge of freeway and arterial management systems, including systems and devices used to monitor, manage, and support transportation network operations.
  • Working knowledge of Variable Message Signs, CCTV systems, traffic signals, surveillance systems, ramp metering systems, travel time signs, controllers, detection systems, and related electrical equipment.
  • Knowledge of detection systems and firmware, including video image detection systems, acoustic detection, radar detection, inductance loops, RFID transponders, TRANSMIT, and E-ZPass-related technologies.
  • Understanding of coaxial, fiber optic, and wireless communication systems used to support traffic management and Intelligent Transportation System operations.
  • Knowledge of telecommunications and communications protocols, including cellular, serial communications, NTCIP, TCP/IP, UDP, multicast, and IGMP.
  • Experience with Model 2070, 2070L, and 2070E controllers.
  • Working knowledge of Microsoft SQL Server, Microsoft Excel, Microsoft Access, databases, spreadsheets, and data management tools.
  • Programming knowledge or experience with graphics programming, C, C++, C#, .NET, XML, Java, and visual programming languages.
  • Ability to troubleshoot complex hardware, software, database, network, and data communication issues in a mission-critical operational environment.
  • Ability to configure, integrate, test, document, and support new system functionality, software upgrades, field devices, workstations, and traffic management technologies.
  • Strong analytical and organizational skills, with the ability to evaluate system performance, identify limitations, document findings, and recommend technical improvements.
  • Excellent written and verbal communication skills, including the ability to prepare clear documentation, procedures, manuals, technical notes, status updates, and training materials.
  • Ability to work effectively with NYSDOT personnel, internal teams, external agencies, vendors, partner organizations, and other stakeholders.
  • Strong interpersonal skills with the ability to work collaboratively in a team environment.
  • Ability to mentor and train staff, support personnel management activities, and provide guidance in problem-solving situations.
  • Ability to respond to technical and operational issues in a 24/7/365 transportation management environment.

Qualifications:

  • Bachelor’s degree in Engineering, Computer Science, Information Sciences, or a related field.
  • Minimum of 5 years of experience with ATMS/ATIS system software.
  • Minimum of 2 years of supervisory experience.
  • Valid driver’s license.

The full-time annual base salary range for this position is $116,000 to $131,000 if located in Hauppauge, NY. The base salary offered will be determined based on job-related factors, including geographic location, internal equity, experience, credentials, skills, education, work schedule, and other factors permitted by law. The posted salary range reflects base pay only. Additional compensation and benefits available to eligible employees are outlined in our Total Rewards Program.
