ABOUT THE POSITION VHB’s New York, NY office is seeking a seller-doer, Environmental Scientist - Permitting Lead to join our growing team with a focus on offshore wind and other large-scale renewable energy projects. This is an exciting opportunity to work within a dynamic team across diverse disciplines, giving you exposure to a wide variety of projects in size and scope. The successful candidate will have a minimum of 8-11 years of professional environmental consulting experience, including conducting wetland delineations and NJDEP, NYSDEC and federal permitting. The candidate shall possess a strong attention to detail and ability to focus on multiple assignments simultaneously, including developing strategy through the design and permitting phases of projects. This candidate will occasionally travel within NY and NJ to project sites/client meetings.   Responsibilities - Work within a team of professionals to conduct a wide array of natural resources related studies and analysis for a multitude of environmental, land development, transportation, energy, and water resources projects - Lead field efforts on natural resource surveys including, but not limited to, wetland and stream delineations, vernal pool identification and surveys, threatened and endangered species habitat assessments, and invasive species mapping - Leads the preparation of federal, state, and local permit applications, including development of permit strategy and mitigation design - Develop project scopes, prepare cost estimates, write proposals, identify staff resources, track budget, prepares invoice, interact with clients, implement oversight, and complete administrative requirements - Maintaining ongoing dialog with clients to keep them apprised of project status, changes in condition, or other key points of information Skills and Attributes - Relevant experience writing proposals and developing and managing budgets - Demonstrated experience working with the NJDEP Division of Land Resource Protection and U.S. Army Corps of Engineers - Knowledge and experience in the offshore wind industry preferred - Ability to work confidently and independently in the field - Team oriented with a strong capability to motivate others - Experience managing multidisciplinary complex projects - Excellent verbal, written, and interpersonal skills coordination with subconsultants and colleagues in other office locations regularly - Must have experience reading and understanding engineering site plans - Must be a highly motivated self-starter - Ability to think critically and solve problems, including development of detailed project strategy in both the design and permitting phases - Strong communication skills between stakeholders, clients, contractors, and state/federal officials - Demonstrated experience managing project budgets, schedules, and deliverables, and working closely with junior staff - Ability to identify and describe wildlife, habitats, and ecological communities - Ability/willingness to work in physically challenging outdoor situations in all types of weather and traveling to project sites, including multi-day trips to project sites throughout VHB’s footprint Qualifications - BS in environmental science, natural resources, wetland science, soil science, ecological sciences, or related field - Master’s degree preferred (master’s degree may be substituted for 2 years of experience) - 8-11 years of professional environmental consulting experience, including experience conducting wetland delineations and NJDEP and federal natural resource permitting required - Certifications as a Soil Scientist and/or Professional Wetland Scientist preferred - Experience preparing New York State Department of Environmental Conservation (NYSDEC) permit applications preferred, but not required Our best estimate of the salary range for this position located in New York City is $89,000-130,000. ABOUT THE POSITION VHB is seeking a Electronics Technician to support the National Parks Service, embedded in a client’s office in Denver, Colorado. The NPS Traffic Program operates and maintains ~150 continuous traffic count stations located in ~50 parks in 27 states.   Responsibilities: - Work with parks to troubleshoot and replace malfunctioning traffic count station components, either over the phone, at the park or in the NPS workshop - Test, update firmware and program traffic counters and modems - Work with parks to conduct their annual inspections and review results - Work with NPS engineers to create new count stations in traffic database - Create count station sketches based on field reviews - Conduct field work, scoping new count stations and/or inspecting/repairing existing count stations based on NPS specifications and creating inspection reports - Identify potential new traffic counting technologies for the NPS - Work with parks during deployment of portable traffic counters - Assist the NPS Traffic Program Manager in the creation of the NPS Traffic Data Annual Report - Manage the processing of traffic data from on-site traffic counters to the NPS traffic database and maintain daily log of equipment communication - Drive Federal government vehicles Requirements: - High school diploma or GED - 5+ years of data collection experience - Driver’s license, clean driving record, reliable transportation and cell phone - Experience in trouble-shooting malfunctioning electronic equipment remotely or in a workshop - Ability to proficiently troubleshoot electronics through application of electronic principals - Experience with a multimeter, and other electronics test equipment - Proficiency with Windows operating system and software - Experience with communication systems including analog telephone and cellular communication technology is a plus - Excellent verbal and written communication skills - Field work in parks may require hiking up to 0.5 miles in rugged terrain - Office work will require lifting boxes that weigh up to 30 lbs - The selected candidate is anticipated to travel approximately six times per year Hiring Salary Range - $47,632 - $71,448.  However, the final agreed-upon compensation is based on individual education, qualifications, and experience. About the Position   Entry Level Transportation/Traffic Engineer | Bedford, NH   VHB’s Bedford, NH team is seeking an entry-level Transportation/Traffic Engineer to join our Transportation Systems group. The selected candidate will work with a team of traffic engineers and transportation planners on a variety of public, private, and institutional projects within broad cross-section of markets, including municipal, state agencies, higher education, federal lands, and aviation.   Our ideal candidate has an interest in the practice of traffic and transportation engineering and is eager to apply practical solutions to real world problems for our clients. Our ideal candidate is open to on-the-job training on a wide variety of small to large infrastructure projects including sidewalks, trails, intersections, arterial roadways, urban roadways, interstates, and interchanges; traffic signal design and timing; and traffic and transportation studies for land development projects and corridor planning. This position includes developing and enhancing a diverse set of skills on transportation design, operations, and/or planning projects throughout this expanding region. ABOUT THE POSITION We are looking for a person who wants to be part of a growing team of professionals and lead the internal and external components to grow and develop our energy business in the short and long term. The ideal candidate will have previous experience managing permitting, licensing, and siting efforts associated with energy-related projects on the East Coast, such as renewable energy and other power generation and electric and natural gas transmission/distribution projects. Excellent communication skills are a must for this position, both externally with clients, agencies, and communities, and internally with our diverse team members.  Candidates can be considered for any location in the Mid-Atlantic or Northeast Region.   Responsibilities - Perform with project teams responsible for supporting the environmental permitting and licensing, engineering, and construction compliance phases of projects in the energy market - Coordinate preparation of local, state, and federal permitting processes for energy infrastructure projects, with a particular focus on preparation of permit applications, routing and siting studies, Environmental Management and Construction Plans (EM&CP), Environmental Impact Statements, and technical studies and terrestrial and marine surveys - Coordinate and manage stakeholder outreach and engagement, including public meetings, tribal, federal and state agency consultation and coordination, and public comment-response tracking - Develop and implement overall strategy and approach for environmental aspects of complex projects - Stay up to date with state and local energy trends, and regulations - Help identify the differentiators in the marketplace - Assist with project scope development, cost estimation, staff resource identification, implementation oversight, and budget tracking - Work with multidisciplinary VHB and subcontracted project teams - Assist with quality control of environmental permit deliverables for projects Skills and Attributes - Excellent verbal, written, interpersonal communication and oral presentation skills - Exceptional attention to details, planning, and quality - Team-oriented with strong capability to motivate others - Must be a highly motivated self-starter - Must demonstrate superior ability in collaborative problem solving with stakeholders, clients, and teammates Qualifications - 0-1 year of engineering/environmental consulting experience, whether through coursework or professional experience - BS in Environmental or Civil Engineering - Internship experience preferred - Understanding of offshore wind energy development and the market preferred - Knowledge of federal and state environmental, energy sitting regulations and permitting, and NEPA compliance preferred - Knowledge of federal and state energy sitting processes preferred Our best estimate of the salary range for this position located in New York City is $68,000-83,000.
