ABOUT THE POSITION VHB has an immediate need for a Senior Project Manager/Environmental Scientist in our Washington, DC office. The successful candidate will have at least 15 years of professional experience in consulting in the management of NEPA reviews, including the management of natural resources (e.g., biological and water resources) analyses. National project experience in transportation, energy, and federal lands, including rail and offshore wind is preferable. In addition to participating in high-profile projects and assisting in business development efforts, the Senior Project Manager/Environmental Scientist will also be responsible for assisting in management of projects and mentoring of staff.   Responsibilities - Manage or participate in management teams for EISs and EAs on transportation, energy projects, federal land management plans, and other federal actions subject to NEPA. - Manage natural resources (e.g., biological and water resources) analyses for EISs and EAs, including conducting consultations for federal actions required under separate statutes (e.g., Endangered Species Act). - Coordinate and manage preparation of local, state, and federal permitting processes for offshore wind energy projects, with a particular focus on preparation of permit applications, BOEM Site Assessment and Construction and Operations Plans, EISs, and technical studies and terrestrial and marine surveys. - Coordinate and manage stakeholder outreach and engagement, including public meetings, tribal, federal, and state agency consultation and coordination, and public comment-response tracking. - Perform project management responsibilities, including project scope development, cost estimation, staff resource identification, implementation oversight, budget tracking, and completion of administrative requirements. - Coordinate multidisciplinary VHB and subcontracted project teams. - Oversee quality control of EISs, EAs, and environmental permit deliverables for projects. - Develop and implement overall business development strategies and approaches for NEPA and permitting markets, including transportation, energy, and federal lands including seeking new opportunities and preparing and managing proposals.  Skills and Attributes - Excellent verbal, written, interpersonal communication and oral presentation skills. - Exceptional attention to details, planning, and quality. - Team-oriented with strong capability to motivate others. - Must be a highly motivated self-starter. - Must demonstrate superior ability in collaborative problem solving with stakeholders, clients, and teammates Qualifications - BS in planning, natural resources, environmental science, environmental engineering, biological science, or related field with a Master’s Degree preferred. - 15+ years of NEPA and related environmental compliance consulting experience on projects nationwide, with a strong focus on rail and energy including the offshore wind sector in the Mid-Atlantic and Northeast region. - Client management and business development experience. - Relevant environmental project management experience. - Understanding of offshore wind energy development and the market. - Knowledge of federal and New York/New Jersey state environmental regulations and permitting, NEPA compliance, and the BOEM process. - Knowledge of federal and state energy siting processes. *This position requires COVID-19 vaccination per client requirements   WE ARE VHB! About the Position Transportation Roadway Engineer - Highway Design| Virginia Beach, VA Duties include highway design, development of traffic management plans, cost estimating, right-of-way and construction plans. About the Position Vanasse Hangen Brustlin, Inc. (VHB) is seeking a talented Project Engineer to join our growing Transit & Rail practice.  The position is located in our Wethersfield CT office.  VHB’s passionate professionals include engineers, scientists, planners, and designers who partner with public and private clients in the transportation, real estate, institutional, and energy industries, as well as federal, state, and local governments. Together, we work to improve mobility, enhance communities and economic vitality, and balance development and infrastructure needs with environmental stewardship.  The Transit & Rail Project Engineer will be part of a design team supporting a variety of railroad and rail transit projects.  The candidate should have expertise and experience in the railroad and/or rail transit industry and a desire to grow in the business.  Responsibilities - Perform civil design on a variety of rail projects including track structure and drainage, alignment geometry, grade crossings, stations, layover facilities, and maintenance of equipment (MOE) and maintenance of way (MOW) yards - Support the Project Development process including preparation of conceptual level designs and supporting documentation - Develop specifications, cost estimates, and project schedules - Prepare technical reports and analyses - Assist in the development of construction bid documents - Provide design support services during construction - Work effectively and collaboratively in a multi-discipline team environment Skills and Attributes  - Strong technical design skills - Excellent verbal and written communications skills and analytical skills - Strong capability in the use of computer applications including MS Office Suite (Word, Excel, etc.) - Experience with the MicroStation CADD platform is preferred but candidates with AutoCAD experience and the desire to learn MicroStation will be considered Qualifications - 3+ years of experience in railroad and/or rail transit and engineering design - Clear understanding of railroad and rail transit design requirements including AREMA recommended practices - Familiarity with track, station, layover facility and general civil engineering - Engineering in Training certification preferred About Us WE ARE VHB!
