In addition to the responsibilities, skills, and qualifications noted below, the candidate must demonstrate an acumen for strategic thinking, business development, professional networking, have a proactive approach, and experience with developing and maintaining key client and teaming partner relationships.     Responsibilities   The RE will act as key member of our management team and as the liaison between the CM and the Engineer of Record (EOR) to ensure that works on this large, prominent project are constructed and can be signed off to assist in the success of its completion that will ultimately change the landscape in NY. The RE will provide coordination with NYCDOT and NYCDEP inspectors for signoff on work associated with the roadway and City owned utilities. More specifically, the signoffs will include traffic signals, wayfinding/signage, pavement, pavement markings, watermains, sanitary sewers and stormwater infrastructure and any temporary installations. Other items the RE will document, witness, or observe are as follows: Trench limits, Trench bedding, Backfill, Compaction testing, Pipe piles and cradles, Pressure testing/leak detection, Disinfection swabbing, Video inspections and Vibration monitoring.   The RE will be responsible for ensuring that the processing of submittals, shop drawings, and requests for information (RFIs) are completed accurately.  Processing will include the logging of the paperwork to and from the Contractor, CM and/or EOR, understanding the time sensitive nature of the turnaround review time.   Resident Engineering Duties include the following: - Resident Engineer will be present on-site daily to oversee the construction activity, monitor the CM/Contractors work and coordinate with Designer of Record and Developer. - Prepare daily and monthly reports with progression of work, contractor equipment and materials placed, labor on site, including sketches and photographs. - Maintain daily log of quantities of work performed, based on Bid Items in the Bid Schedule for the contract. - Update and make available the field copy of the Contract Documents with the latest Field Memoranda, Stretches, reissued Drawings, Shop Drawings, CCDs, RFI information, and Field Books. - Monitor adherence of the CM/Contractor to the requirements of the Construction Documents with respect to the standards of all relevant NYC agencies. - Observe the CM/Contractor’s disinfection, bacteria sampling and testing program for watermain and appurtenances for compliance to NYCDEP standards. - Notify Owner’s Project Manager of work that does not conform to the Contract Documents and/or standards established. - Maintain a redlined copy of project progress documents indicating progress of work. - Coordinate with NYCDOT for street opening and utility permits. - Coordinate and attend inspection at Substantial Completion meeting/site walks. - Prepare itemized punch list for each phase of work. - Verify that punch list items have been completed for each phase of the work.  Weekly and monthly progress reports will be developed to track progress and highlight any mitigation measures to manage risk or control costs.  Reports will be distributed to the Owner, CM, Design team and other representatives, as requested by the owner.   Skills & Abilities - Ability to manage a group of resident engineers - Excellent verbal, written, and interpersonal communication skills - Write proposal scopes and establish fees - Self-motivated - Excellent attention to detail - Ability to think critically and solve problems - Ability to work well in team-oriented structure Qualifications - 15+ years of professional experience in civil, highway, or relevant engineering field (including 5 years in a supervisory capacity of highway, bridge, facilities, or rail construction activities; and at least 7 years of field inspection activities) - Certification in Transportation/Highway Construction is required, except for those persons possessing a current Professional Engineer's License registered in the State of New York (PE) - Proficiency with NYCDOT, NYCDEP, and private utility inspection requirements and procedures - Ability to provide documentation to City Agencies for project closeout and signoff.   VHB is proud to be an Equal Opportunity/Affirmative Action Employer. Offers opinion and assignment of appropriate marketing staff to resource the teams. - Maintains an understanding of each market and client team’s role in achieving the Region’s business plan. - Utilizes marketing and sales metrics to help promote strategic decision making on marketing and BD efforts. - Facilitates and leads annual Client Mapping and SWOT analyses. - Understands the Region’s pursuit pipeline and helps to guide and/or directly manage the CRM Specialist in the active management of the Pipeline. Reviews and understands monthly Pipeline reports. - Understands the critical position to win questions that are discussed in Go/No Go conversations. Active participant and/or the lead marketer on Go/No Go conversations. - Guides marketing team in the development and creation of value proposition and pre-sell pieces. - Facilitates proposal strategy and capture planning discussions. Guides teams – both technical and marketing personnel – in formulating key messages, including value proposition, differentiators, and win themes. Ensures incorporation of differentiating content to create client-focused proposals. Visibility - Works with Regional Marketing Leadership and Communications Specialist (as applicable), to develop and execute visibility plans and tactics for pre-award through post-award efforts. - Uses the pipeline report to help develop and plan for timely visibility around major pursuits and brand enhancement needs. Pursuits - Maintains a thorough working knowledge of Regional pursuits, particularly Mega proposals. Provides guidance and thought leadership to pursuit champions. - Ensures assignment of appropriately skilled marketing and design resources to align to the task and pursuit at hand. - Ensures capture plan strategies and win themes are transferred and incorporated. - Identifies and communicates win themes and approaches to win, and ultimately guides incorporation of themes into all proposal sections using writing and editing skills. Identifies how our clients perceive VHB, and how the client perceives competitors. - Manages continuity and resourcing of marketing team on client interviews. Serves as presentation coach, as needed. QUALIFICATIONS - 8-10 years of proposal, writing, or marketing experience in AEC, including direct staff management. - BS in Marketing, Communications, English, or like degree. - Strong understanding of the AEC industry with experience in alternative delivery pursuits. - Skilled writer, editor, and communicator. Strong attention to detail. - Experience serving as a mentor to junior staff. Demonstrated experience successfully directing and managing a minimum size team of 3 to 5. - Ability to serve as an active strategist, marketing thought leader, and collaborative partner with technical staff. - Works effectively and independently in high-pressure team environment to manage multiple tasks in parallel. Ability to quickly adapt to and communicate changes in program schedules and priorities. - Demonstrates initiative, self-motivation, and self-discipline. - Project management capabilities to meet milestones on time and within budget, including resource allocation/management. - Involvement and certification in industry affiliations, preferred (ie.
